Chalice of the Void with one counter will not react to Suspending Rift Bolt (because it is a special action, not casting a spell), and Chalice with zero counters wont react to casting Rift Bolt, as its mana value is three, not zero

Troemll, Seymours Butler gives you counters on your team, but where were all pumped is in the tap ability to Proliferate X times, which is kinda insane

But really, just about any green deck will have big creatures, so this card will be an excellent source of extra mana, and since it has vigilance, you can even attack with it first if you need to

If you don't control any creatures with power 4 or greater when the ability resolves, the ability won't do anything
